Compatibility package that brings some Python 2.4
functionality to Python 2.3.

Cross-platform:
    new subprocess module
    new decimal module

For Mac OS X:
    new LaunchServices wrapper
    new OSA wrapper
    updated QuickTime package

NOTE:
The subprocess module is missing the win32 specific
extension.  Use somebody else's installer for that.
I have no interest whatsoever in supporting win32.
